Was happening for me on Pixel 2, Android 9, Verizon. This app has some serious issues that Google needs to address. The outgoing sound message slider/smart reply slider issue is super annoying. Like magic, after I decided to enable Messages for Web from Android Messages just as a test, all of my texts were sending/receiving without issue in Android Messages (which has been my default messaging app for years btw). I even downgraded from Pie to Oreo to see if it was the OS, but that didn't resolve anything. When you toggle on the feature, you’ll get a warning that messages sent as SMS/MMS aren. Following each individual deletion, I returned to the Inbox, and clicked the Sync button. Open the Messages app, tap the three dots in the top right corner of the main screen, and select Settings. I began by deleting them one at a time, the oldest one first. After verifying your phone number, Chat/RCS should be completely disabled so you can at least send and receive messages over SMS/MMS.

In my case, my FOUR oldest messages were each problems. Google will send a six digit code for verification, which you’ll input into the second box. I think, after a ridiculous amount of time spent with Project Fi, decided I was going to factory reset on Pie. The problem is very likely your oldest message in your Outlook-for-Android apps Outbox. I opened up Hangouts and all of the recent messages I was missing were there. They were also responding, but I was not receiving the texts/MMS/notifications in Android Messages. One day I began noticing my messages were receiving failure messages, yet my friends were receiving my texts. I'll take it a step further with my issues.
